Providing programming for "older" teens

I have been working very hard this past year to create programming at my library for teens, but so far we have only attracted younger teens and tweens. Any ideas about attracting that desired older teen demographic? There are no community service requirements in our district, so that is not a draw either. So far the only thing that has work, even a little, is offering food during the program as an incentive (but the Boss isn't thrilled about doing this). I'd love to hear from others who have solved this problem with programs that have worked.
