Proposal Details: This proposal focuses on the application of network analysis to uncover patterns of collaboration between response organizations from two different perspectives. Similar to the dynamics of formal and informal networks, a prescribed network of response operations, or what is ``expected'' in a response, may be similar, or different from the observed network of what response operations take place. To assess the similarities/differences, I examine two types crisis response networks, (1) formal network of emergency response coordination prescribed by official documentations by the Federal Emergency Management Agency (FEMA), and (2) interaction network of emergency response agencies during responses to four major hurricanes that made landfall in the U.S.
